For 100 years, Mission Hills has enjoyed a
thriving commercial and residential community.
Mission Hills Heritage supports redevelopment that fits the character, style and scale of our neighborhood that is accompanied by needed public facilities and infrastructure. We don’t want to lose our wonderful thriving established community to thoughtless development.
New development should retain and preserve our charm, historic buildings and community character.
Mission Hills Residents have defended our community and defeated poor development proposals in the past. (Some examples include stopping Allen Road access from Mission Valley and a residential height limit after the construction of the 13-story Green Manor project.)
Now it is our turn.
Announcements
Notice: Historical Resources Board to discuss the Mayor's Mills Act Proposal:
The Mayor’s office has released its proposal for changes to the Mills Act Program. This Thursday, the Historical Resources Board (HRB) will hold a special public hearing to consider the proposed changes. The HRB will take public testimony, then discuss the proposed changes and make its own recommendation to the City Council. The hearing specifics are:
Date of Meeting: July 24, 2008 (Thursday)
Time of Meeting: 4:00 p.m.
Place of Meeting: Council Committee Room, 12th Floor, City Hall, 202 C Street, San Diego.
Earlier this year, the San Diego County Grand Jury issued a report to the Mayor and the City Council entitled "History Hysteria: Historical Resources in the City of San Diego" which urged cutting back on the number or properties designated historic and significantly reducing the number of Mills Act contracts issued annually. In conjunction with the Grand Jury report, Mayor Sanders proposed changes to the Mills Act program which would severely restrict the program. The historical designation and Mills Act programs have been the subject of two recent workshops hosted by the Historical Resources Board, the first on April 18, 2008 and more recently on June 6, 2008. Thanks to all of you who attended these workshops and testified as to how important these programs are.
Despite a public outcry to save the Mills Act Program, it appears that the Mayor’s proposal will severely restrict the Mills Act Program. Two extremely restrictive elements are: (1) to set an annual “fiscal limit” (with an unannounced dollar limit) based on new revenue loss to the general fund, and (2) establish narrow eligibility criteria. Please see this link to the full report.

Once again, we need public support at this hearing to demonstrate the importance of this program to the residents of San Diego.
